Iran, Nyt: draft memorandum also includes 300 billion for post-conflict reconstruction

(Adnkronos) – A proposal for an alleged “investment fund” for Iran’s post-conflict reconstruction would also be included in the draft memorandum of understanding on which the United States and Iran have reportedly reached a preliminary agreement, pending the respective approvals of Donald Trump and Supreme Leader Mojtaba Khamenei. The New York Times reports this, citing an Iranian official and a diplomat involved in the negotiations, according to whom the hypothesized figure would be around 300 billion dollars. 

The Iranian official described the idea as a “reconstruction program” that would be promised to Tehran in the event of a final agreement and that would represent a response to Iranian demands for compensation for bombing damages, estimated by some sources to be between 300 and 1,000 billion dollars. Western mediators, however, speak of an “international investment fund” that the United States would help facilitate. 

The proposal is part of a still preliminary negotiating framework, which should define a framework agreement to open subsequent negotiations on the Iranian nuclear program, sanctions, and the end of hostilities. According to the diplomats involved, the idea would echo a previous proposal by American envoys Steve Witkoff and Jared Kushner on infrastructure and real estate investments in Iran.
