A white smoke between Ukraine and the United States for the peace plan. Or almost. The summit of the Coalition of the Willing in Paris allows Ukrainian President Volodymyr Zelensky to obtain fundamental guarantees from the US in case of an agreement with Russia to end the war.
The rapprochement between the parties had begun in Mar-a-Lago, with the meeting at the end of 2025 at President Donald Trump’s residence. Now, a new step. While Europe reiterates its intention to send a multinational force after the ceasefire, Washington is taking decisive steps to provide security guarantees, an absolute priority for Kyiv.
“We also spoke very concretely with the American delegation about the monitoring and non-violation of the peace agreement. America is ready to give us its support and for us it is important, because the United States is an important component, as are the deterrence measures that must prevent Russia’s aggression in the future,” says Zelensky after the summit, which was also attended by President Donald Trump’s envoys, Steve Witkoff and Jared Kushner.
Work was also done with the US delegation “on the document that had been presented a few weeks ago,” Zelensky continues, referring to the 28-point peace plan presented by the US and reduced to 28 after Kyiv’s revision. Zelensky speaks of “documents already ready regarding bilateral security guarantees between the United States and Ukraine, but also trilateral with other states. So we are ready to sign these documents. We must continue to work now that we have laid the foundations for these agreements,” he adds.
“A fundamental step has been overcome to reach a possible peace agreement,” says Kushner. “On security guarantees – emphasizes Trump’s son-in-law – there have been exchanges between Ukrainian President Zelensky and President Trump in Mar-a-Lago last December, and I believe all the most difficult issues have been resolved. If a definitive agreement is reached, Ukraine must know that they will be safe to ensure that the current situation does not recur.”
“The security protocols aim to prevent further attacks against Ukraine” once the ceasefire is obtained. “No one here among those present has ever seen so many elements. President Trump does not deny his commitments and is firmly committed. We will be there for Ukraine, to achieve a definitive peace and we are confident in the ability to reach it,” says Witkoff.
“We greatly appreciate the support of the United States, which has done everything to prevent a new aggression by Russia,” continues the Ukrainian leader. “We are aware of the time, we don’t have much available: that’s why we must create security guarantees founded in law, legality, and legitimacy.”
Is everything settled? “Clearly there are still open questions concerning the United States’ 20-point document, and we must certainly continue to discuss: the key point still remains that of the territories,” says Zelensky, referring to the main issue, the fate of Donbass.
Russian President Vladimir Putin considers the region essential for Moscow and aims to obtain it through negotiations or arms. Zelensky believes that any decision by Ukraine, reluctant to accept territorial sacrifices, must be ‘stamped’ by a referendum. “We have tried to put forward ideas, but we must resolve these issues. We can make proposals, but we must open a broader negotiation, and there will certainly be new meetings, new debates,” he says.
“We heard President Zelensky and other people present here talk about the territories, which will certainly be the key and most thorny issue. We will continue to discuss these issues and hope to find a compromise on them,” concludes Witkoff.
“But I want to say one thing: we are here to mediate, to help the peace process, we are ready to do everything necessary to achieve peace. President Trump fervently believes that this massacre must end and all of us here are ready to be part of the solution.”
