Russia: Government orders ‘Max’ messaging app pre-installed on all phones

22 Agosto 2025

(Adnkronos) – The Russian government has announced that the state-backed Russian messaging application called ‘Max’ will have to be pre-installed on all mobile phones and tablets purchased in the country starting from September 1st. Many experts argue that the app, a rival to WhatsApp and Telegram, can be used to track users, the Guardian reports. The Kremlin said in a statement that Max, which will be integrated with other government services, will be included in the list of mandatory pre-installed apps on all “gadgets”, including mobile phones and tablets, sold in Russia starting in September. The company that created Max stated that 18 million users have downloaded the app, denying all accusations that it is a spy app.
