(Adnkronos) – The United Nations is trying again. The acting envoy of the UN mission in Tripoli, Stephanie Koury, presented a new ‘roadmap’ for Libya that should end the political crisis in the country, still divided between east and west. The objective of the plan, which aims to be “inclusive”, she explained in a briefing before the United Nations Security Council, is to “preserve stability” and to “strengthen institutions and their legitimacy”, involving all relevant actors in this process.
According to the acting envoy, the roadmap will be developed “through a gradual and flexible approach” to build consensus between the parties, the Tripoli government of national unity of Prime Minister Abdulhamid Dbeibah and the authorities of Tobruk and Benghazi who refer to Khalifa Haftar. To this end, a technical commission will be tasked with resolving “outstanding issues” on the electoral framework to pave the way for elections in Libya, Koury explained, without giving a date for the vote.
This new body, which will also promote a “governance” roadmap for the country, will be made up of experts and “respected” personalities reflecting the diversity of the country’s political, social, cultural and geographical forces.
“Any unified government that may emerge from negotiations among Libyans must be strictly bound by principles, guarantees, objectives and timelines to bring the country to elections as a condition for international recognition and legitimacy,” the UN envoy explained, reiterating that “the status quo is unsustainable and has persisted for too long”.
The roadmap presented by Koury was defined as “positive” by the spokesman for the High Representative for Foreign Affairs. “We strongly encourage all Libyan and international stakeholders to engage meaningfully, responsibly and constructively with the United Nations and its representative in Libya”, he urged.
